DLC is not completed they have already confirmed that. They just had prototype footage to show.
even so, it's already planned. already being developed. i'm certainly not saying they are the only ones pulling that these days, just that i think it's a shady practice.
I don't see what a game like PJM has DLC unless they're going to expand the game after a year.
