No. A cold load is like not winning a bunch of mini-games in Chinchirorin - in Suikoden so you restart because it was a "cold load", meaning it was just un-lucky or you didn't have a "good luck" when you loaded in the cd/game.
The cold load is you leveling up Aeris because you know the game is going to take her away.
A rare drop isn't dropping from a monster in an early portion of the game so you deem it a "cold load", restart and just pick up from there.
You reach the final boss in Revelations Series Persona but you can't beat her, so you restart the game, "calling it a 'cold load'".A casino isn't paying you out so you cold load.

As a non native english speaker, I would call that a cold unload.
