    All of these Vita games that could have been extra copies of Salt & Bloodstained, which each sold out instantly.

    It looks as though most of this Vita stuff was manufactured a while ago. Looking at the release schedule, all of the recent Vita games are "on hand" while Switch and PS4 are in production.

    Who decides what is "worthy" and what not?

    Those 2 have been expected since a long time ago from a lot of people.

    All the remaining Vita games are on hand already. Vita only orders should ship quick.

    Dragon Fantasy 2 which soldout fairly quick IIRC, had 3000 copies. Dragon Fantasy 1 here (which is a better game IMO) has 2000 Vita copies.
